Subcontracts Administrator

Atlas Tech, a veteran-owned IT company serving multiple DoD customers in support of America's warfighters, is looking for a Subcontracts Administrator in Charleston, SC.

The Subcontracts Administrator will perform procurement related functions for subcontractor and material purchasing by providing support for the preparation of solicitations, negotiating subcontractor proposals and subcontracts, and acting as the buyer for materials, supplies, and services for all programs being supported. This position requires knowledge and hands-on experience in government contracting methods and applicable procurement laws and regulations, including but not limited to FAR, DFAR, and CPSR requirements. This position will report directly to the Contracts Manager.

Pay Band - $51,862 -$105,017 varies with experience.

You Will:

  • Provide pre-award and proposal support including the negotiation and issuance of non-disclosure agreements and teaming agreements, preparation of solicitation packages to subcontractors, and evaluation of subcontractor proposals to include price and cost analysis
  • Develop and maintain quality relationships as the primary interface between vendors and subcontractors and the programs being supported
  • Provide post-award support to include the negotiation of subcontract agreement terms and conditions (including identification and inclusion of flow down requirements from the prime contract), administration of multiple types of subcontracts (level of effort cost reimbursement type contracts (CPFF), time and materials (T&M), indefinite delivery indefinite quantity (IDIQ); firm fixed price (FFP); and agreements issued under other transactions) and purchase orders, as well as all modifications thereto
  • Identify and resolve issues throughout the lifecycle of all assigned subcontracts
  • Perform subcontract and purchase order close-out activities
  • Implement improvements to existing purchasing processes and delivery system to include refinement of existing purchasing system compliance methods to achieve CPSR readiness
  • Track purchases, monitor vendor quality, and maintain a current database of vendor information
  • Procure a variety of complex or technical supplies or services
  • All other duties assigned

You Have:

  • Experience in the defense contracting industry with a range of contract functions
  • Expertise in Microsoft Office Suite, particularly Microsoft Excel and Word
  • The ability to quickly learn new software programs, including but not limited to our ERP system, and to work efficiently in a computerized/digital environment
  • The ability to make decisions and solve problems using sound, inclusive reasoning and judgement
  • The ability to manage projects independently to include setting milestones and deadlines, resolving issues, managing time and resources efficiently, and evaluating results
  • Strong business acumen and experience with the full lifecycle of Federal Government subcontract administration
  • A bachelor's degree from an accredited institution, and at least 3-5 years of related experience (experience will be considered in lieu of a degree)
  • Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, DFAR, and CPSR requirements
  • Experience in the analysis and interpretation of contract terms and conditions, and in simple to moderate negotiations
  • Excellent attention to detail
  • Excellent written and verbal communications skills are a must, as well as time and workload management skills to ensure timely completion of assigned duties
  • The ability to work both independently and as a member of a team with initiative, creativity, and innovation
